Permit / Indicia
A permit is a pre-paid postage account maintained at the post office. A permit indicia has to include the following information:
- Class of mail
- US Postage and Paid
- Origin - town, state & permit number.
The city and state on the permit is the post office location where the mailing must be dropped. The cost to purchase your own permit is $150.00 for the permit imprint application fee and a $150.00 annual mailing fee. There is no fee for using Mercury’s Providence Permit.

Options
There is an option to mail through our permit at Providence utilizing your non-profit status if you file the appropriate request using PS Form 3623 Additional Entry. See our Non-Profit Resource page.
A "company indicia" (second example of each pair above), substitutes our company name in place of the permit number,city and state. When using a company indicia, you must place your return address on the face of the mail piece in the upper left hand corner.
Pre-Cancelled Stamp
A pre-canceled stamp is another method of affixing postage to a mail piece. The following minimums are required to use a pre-canceled stamp:
- First Class – since this is not a pre-canceled stamp, there are no minimums.
- First Class Presort – 500 pieces or minimum of 50 lbs.(Ancillary endorsement may be required.)
- Presort Standard and Non-Profit – 200 pieces or minimum of 50 lbs.
When using a pre-cancelled stamp, a return address needs to be on the face of the mail piece. If using a Non-Profit pre-cancelled stamp, the organization’s return address must be on the mail piece. The following are stamp denominations:
- Non-Profit - .05
- Presort Standard - .10
- First Class Presort - .25
- First Class - .44
